I am pleased to announce that from next week we will have further information to share about the possible future improvements to the Market.
This feasibility information will be available for members of the public from Tuesday 16 October 2012.
This information will be made available via:
- a display which will be open in Unit 8, Row A, 1976 Hall, Leeds Market from 10am Tuesday 16th October
- information will be in libraries and one stop shops from Tuesday also
this information will be available for 8 weeks.
Traders and markets staff will be given advance briefings on Monday 15 October.

What happens next?
Thank you to everyone who took part in the online survey and gave your views on the future of Leeds Kirkgate Market.
The survey has now closed and we will be pulling together the results to inform the feasibility study, but until then there is still plenty of work happening on the feasibility study to determine what options there are for the future of the markets and what implications they have. The study started in April of this year and is expected to be completed by Christmas 2012 with a final report submitted to Leeds City Council's Excutive Board of politicians and senior managers in January 2013.

Brief to consultants: Feasibility Study
Leeds City Council previously had an in-house architectural design team. This team created some of best known public spaces and buildings including Millennium Square, The Electric Press and the city’s wider framework for development.
Following a restructuring within Leeds City Council a joint venture was created with Norfolk Property Services (NPS), also originally a public sector design team. The city council have an agreement in place for NPS Leeds to undertake all major design work over £250,000.
On 21st April 2012 NPS Leeds were appointed to undertake further feasibility and design concept work for the future of Leeds Kirkgate Market.
The full brief is available for download here. The main areas of work that NPS Leeds is appointed to undertake include:
- Five options have been put forward by the original report ranging from £6m to £20m+. This stage of work will determine a range of design proposals for each option.
- Identifying key considerations from accessibility and logistics of a busy working market to procurement and legal implications.
- Propose suggestions for surveys, consultations and research studies where necessary.
- Assisting with risk management.

Since the last update in February the project team have started to action some of the points from the project board meeting. The latest developments include:
- The development of a brief for consultants to take on the next stage of feasibility and design options.
- The majority of the £400k of urgent repairs will be completed by the city council’s in-house property management team.
- A consultation plan is being drafted to ensure that stakeholders are informed and their views are considered throughout the study.
- A recommendation has been passed to Executive Board to consider rent reductions at Leeds Kirkgate Market.

Following the release of the initial feasibility report undertaken by Quarterbridge Management Consultancy, we have consulted a number of stakeholders including traders, customers, senior managers and council officials.
A recent Executive Board meeting considered the proposals put forward by the Quarterbridge report and agreed the following actions:
- £400,000 of urgent maintenance work to repair wear and tear on the existing structure of Leeds Kirkgate Market
- Agreed in principle to a 25% reduction, however this was subject to further investigation and recommendations for the future organisation of the market.
- Agreed to a second phase of feasibility study to develop proposals to modernise the 1976, 1981 and George Street Shops area of the market.
- Agreed to undertake an options appraisal to explore the pros and cons of a public private sector partnership to replace the existing markets management structure.
